Balloon skirt &dress is composed of 2 fabrics - the upper one is transparent, the other one looks out from the bottom - the volume is twisted and creates a drapée.  Balloon can be used as a skirt - or as dress (delivered with a separated strap that can hide the bra and make sure the dress stays up! )
When used as a skirt - you can wear the belt double folded or unfolded (to cover your belly).
